ASEAN-China Collaborative Innovation Demonstration Base for Emerging Industries officially launched at the 2025 ASEAN-CHINA GBA Economic Cooperation (Qianhai) Forum

On November 28, 2025, with the approval of the State Council, the 2025 ASEAN-CHINA GBA Economic Cooperation (Qianhai) Forum, jointly hosted by the ASEAN-China Centre (ACC) and the Shenzhen Municipal People's Government, and co-organized by Shenzhen University, the Shenzhen Qianhai Authority, and the Guangdong High-tech Industry Chamber (GHIC), was held at the Qianhai International Convention Center. Over 1,000 delegates attended, including senior officials from the Department of Asian Affairs at the Ministry of Foreign Affairs, diplomatic representatives from ASEAN member states' embassies and consulates, as well as representatives from government agencies, think tanks, business associations, and entrepreneurs from China and ASEAN countries.

A series of major outcomes were announced at the opening ceremony. Among them, the "ASEAN-China Collaborative Innovation Demonstration Base for Emerging Industries," initiated by Shenzhen University in collaboration with China Foreign Affairs University and other institutions, was officially launched, with the first group of partner institutions signing agreements.

Li Qingquan, Party Secretary of Shenzhen University; Li Hongmei, Vice President of China Foreign Affairs University; Zhang Zhenxiang, Second-level Inspector of the Department of Industry and Information Technology of Guangdong Province; Wang Lizong, Member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and President of the Guangdong High-tech Industry Chamber; and Xu Feng, Assistant General Manager of China Pacific Property Insurance Co., Ltd. (CPIC), jointly took the stage to inaugurate the demonstration base.

Representatives from the four initial collaborating entities–Singapore National Committee for Pacific Economic Cooperation, ASEAN-China Collaborative Innovation Demonstration Base for Emerging Industries, southcn.com, and the Global Renewable Energy and Electric Mobility (GREEM)–attended the ceremony and signed cooperation agreements on site, witnessed by participants of the forum.

The "2025 ASEAN-CHINA GBA Industrial Cooperation Outlook Report," commissioned by the Qianhai Authority and prepared by Shenzhen University's ASEAN Greater Bay Area Research Institute, was released. The report systematically reviews the potential for cooperation between the Greater Bay Area and ASEAN countries in areas such as the digital economy and green energy. It proposes strategies to further advance GBA-ASEAN industrial cooperation, including deepening collaboration in emerging industries, strengthening standard alignment, enhancing policy coordination, promoting regulatory leadership, and leveraging technological development to build a community with a shared future.

On the afternoon of the 28th, the "ASEAN-CHINA GBA Think Tank Cooperation Forum," jointly hosted by ASEAN Greater Bay Area Research Institute of Shenzhen University, Institute of Asian Studies of China Foreign Affairs University, and School of Asian Studies of Guangxi University of Finance and Economics, was convened. Wang Yuexing, Li Hongmei, Lee Chean Chung (Head of the Economic Group of the ASEAN Inter-Parliamentary Assembly (AIPA) and Member of Parliament for Malaysia), Yao Xin (Vice President of Lingnan University), and Fu Shulin (Party Secretary and President of China Taxation News) attended and delivered remarks.

Since its inception in 2023, the ASEAN-CHINA GBA Economic Cooperation (Qianhai) Forum" has been held annually. Initially launched by ASEAN Greater Bay Area Research Institute of Shenzhen University in collaboration with the ASEAN-China Centre, the Shenzhen Qianhai Authority, and the Guangdong High-tech Industry Chamber, it later received State Council approval to become a regular international event.
