The annual report of the 2024-2025 Security Bureau Youth Uniformed Groups Leaders Forum was presented on September 27 at the Hong Kong Government Headquarters.

The Security Bureau Youth Uniformed Groups Leaders Forum (hereinafter referred to as “the Forum”) was launched in October 2022. Each year, elite members from the youth uniformed groups of eight disciplined services and auxiliary forces are selected to participate in the Forum. To date, the Forum has been held three times. In November 2023, the Security Bureau took a significant step by signing a Memorandum of Understanding (MoU) with Shenzhen University. This agreement officially launched a partnership aimed at promoting youth development and cultural exchanges between Shenzhen and Hong Kong. Furthermore, this collaboration has reinforced the Forum’s mission to cultivate young talent.
In 2024, the Forum further expanded by inviting the Youth Corps of the Public Security Forces of Macao to join, thereby building a joint youth development platform for Shenzhen, Hong Kong and Macao within the Guangdong-Hong Kong-Macao Greater Bay Area. The initiative aims to foster exchanges among young people from diverse backgrounds and to strengthen solidarity across the three regions.Onan unprecedented scale, this year’s forum brought together 45 participants from Hong Kong, 30 from Shenzhen University, and 20 from Macao.

At the event, representatives from the three regions—Shenzhen, Hong Kong, and Macao—looked back on past practice experiences, shared their insights from various activities, and engaged in in-depth exchanges centered on their summer internship experiences. A student representative from Shenzhen University also talked in detail about the lessons gained from training programs in Hong Kong over the summer.
Forum member Zhou Zhixinremarked, “I have personally witnessed China’s remarkable achievements in fields such as technological innovation and cultural heritage. I have also gained a deeper appreciation of the power of collaborative development under the principle of ‘One Country, Two Systems.’” “The friendship and solidarity among Guangdong, Hong Kong, and Macao will never fade. Our ties will grow stronger, and I believe this is precisely the significance of this event,” said participant Zeng Wenli from Macao. Another participant He Jinmiao from Shenzhen University added, “I have seen the extraordinary capabilities and efficiency unleashed through the cooperation of young people from Guangdong, Hong Kong, and Macao, and the immense potential for the Greater Bay Area’s future development.”
