On the morning of March 1, a Start of Semester Meeting was held in No. 2 Lecture Hall of Science and Technology Building. University leaders including Liu Hongyi, Li Qingquan, Fan Zhigang, Lu Chengyan, Du Hongwei, Xu Chen, Wang Hui, Li Yonghua, Zhang Xueji, all middle-rank cadres, heads of scientific research institutions, human resources committees, and financial management committees attended the meeting. The meeting was presided over by Liu Hongyi, Secretary of the CPC Shenzhen University Committee.
At the beginning of the meeting, Liu Hongyi announced the changes in the university’s leadership and read the documents of the Shenzhen government on the appointment of Zhang Xueji as a member of the CPC Shenzhen University Committee, Member of the Standing Committee of the CPC Shenzhen University Committee, and vice president of Shenzhen University.
President Li Qingquan looked back at the achievements Shenzhen University has made and the major problems it has experienced, and proposed the arrangements for the new semester. He pointed out that this year was an important year for the development of Shenzhen University and a new starting point for the construction of the second phase of a high-level university. In recent years, the development of Shenzhen University has mainly relied on “quantity” improvement. Although the progress has been rapid, there is still a large gap between our university and the first-class ones in terms of effectiveness. There are still problems in the development of professional construction, teaching staff, scientific research and innovation, and logistics services. The development of the second phase of high-level university construction must adhere to the guiding concept of “accomplishment, innovation and fast speed”. Li Qingquan set out the tasks of the new semester: 1. To emancipate the mind, reform and innovate, take the initiative, and strengthen the education and training of the cadre team. 2. To strengthen team building, combine talent training with hiring new staff, and raise the quality of qualified teaching staff instead of focussing on increasing the number of teachers. 3.To strengthen personnel training, carry out professional dynamic adjustment, and implement a training mechanism to cultivate creativity and talent. To strictly review the qualifications of doctoral supervisors, and accelerate the construction of second-level doctoral programs. To enhance students’ employment competitiveness and improve social satisfaction. 4. To strengthen discipline construction and scientific research, from free exploration to the combination of free exploration and organized scientific research, focusing on applying for major national scientific research projects. To expand the construction of scientific research platforms. 5. To enhance the level of internationalization, and expand the scale of foreign teachers and international students. To increase international majors, improve campus facilities for international students, promote the construction of international joint laboratories, and strengthen scientific research cooperation with universities in Hong Kong and Macao. 6. To strengthen logistics support and improve service efficiency and quality.
In his concluding remarks, Liu Hongyi pointed out: 1. We should continuously enhance the party’s leadership by taking political construction as the guiding principle. We should continue to study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the Communist Party of China, and insist on the institutionalization of the study of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We should strengthen political learning, and make full use of new media means, especially the “Learning Power” platform to continuously expand learning channels and learning methods, so that Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era will truly inspire the people. Let online learning become the norm so as to integrate theoretical study into our daily life. 2. We should continue to promote the implementation of the "Outline of Cultural Innovation Development", conducting the problem-oriented working style, driven by the projects’ construction. We need to consistently promote the implementation of the "Cultural Innovation Development Program", and we will focus on the landmark construction in the university this semester.3. We must conscientiously implement the “Great Bay Area Development Plan in Guangdong, Hong Kong and Macao”, seize the opportunity of development and construction, strengthen communication with government departments, and maintain close cooperation and exchanges with universities in Hong Kong and Macao. 4. We should continue to promote the construction of high-level universities, to improve quality as the core, transfer from incremental development to high-quality, connotative, coordinated, and comprehensive development. We should put emphasis on promoting first-class discipline construction and the promotion of doctoral programs, and deepening personnel institutional reform and strengthening the talent team. 5. The results of the discipline's optimization and adjustment must be consolidated, and the tasks of discipline adjustment must be strictly in line with the unified arrangements of the university, so as to ensure the effective allocation and handover management of personnel, property and other resources during the process. 6. We must also make every effort to ensure smooth transition of leadership change in the middle-rank cadres, and strengthen the training of cadre team and management service literacy. 7. We should raise the service level and improve the quality of management, avoid the problem of redundant construction, and improve effectiveness. 8. In an effort to adhere to the red-line principle, we must remain focused on preventing and avoiding major risks, and on establishing and improving risk-preventing mechanisms in areas such as political security and awareness. 9. We should design a security mechanism for scientific and rational means on campus aimed at eliminating potential security risks and improving accountability mechanisms.
